Staff Associations of DU Colleges held a Dharna against University dictate for opening of Institutions from 8 am to 8 pm and displacement of working adhoc teachers.
More than fifty Staff Associations of Delhi University Colleges held a Dharna in their respective colleges on the appeal of DUTA. Thousands of teachers of these colleges participated in the College-Wise Dharna to oppose displacement of working adhoc. These associations protested against the University’s decision for opening of Institutions from 8 am to 8 pm, increase the class size, tutorial and practical batch size, delay in sanction of additional teaching positions due to EWS expansion, displacement of adhoc/temporary teachers and NFS, discontinuation of adhoc appointments in colleges, delay in Salaries, Pensions and Arrears in Colleges, appointments and fund cut problem in Delhi Govt Colleges.
DUTA rejects the latest University notification regarding opening the classrooms and laboratories from 8 AM to 8 PM as per UGC notification in the name of NEP 2020. This decision too like that of increased batch size is taken administratively and ignored the statutory bodies of the university. Moreover, this decision is highly impractical as no infrastructure like laboratories and classrooms can be made operative without the help and presence of teachers, laboratory staff and non-teaching staff of the institution. They all have fixed duty hours and can’t be forced to work from 8 AM to 8 PM. This decision is anti-academic too as students in an academic institution are also required to study in a limited time span in a day and shouldn’t be forced to be present 12 hours in a day (or even if less) then beyond 5 pm for a morning college. DUTA demands that said the notifications on increased batch sizes and to open class rooms and laboratories from 8 AM to 8 PM be withdrawn immediately.
DUTA also demanded from the University for the zero displacement of the ad-hoc and temporary teachers, restarting of ad-hoc appointments and developing a special provision to accommodate/retain the displaced ad-hoc/temporary teachers. These Associations supported the DUTA and demanded from the University for a one time measure to absorb all working ad-hoc/temporary teachers and immediate release of EWS expansion teaching positions.
DUTA President, Prof. A K Bhagi categorically emphasized the need of absorption as the issue of existing ad-hoc/temporary teachers will be a step towards restoration of equality, dignity of teachers, gender equality and maintenance of quality of higher education in the University of Delhi while addressing the teachers in various colleges in today’s Dharna. Through this Dharna, Prof. Bhagi through this Dharna Prof Bhagi requested the teachers to participate more and more in the DUTA’s proposed action programmes on 26th May 2023 at Vice Chancellor’s office, Gate No 1, DU. Similar request were also made by elected activists in various colleges in today’s Dharna.

कॉलेज तथा विभागों को सुबह 8 बजे से रात 8 बजे तक खोलने, कार्यभार कटौती एवं विस्थापन के विरोध में कॉलेज शिक्षक संघों का प्रर्दशन
आज दिनांक 12 मई को दिल्ली विश्वविद्यालय शिक्षक संघ के बैनर के तले 50 से ज्यादा कॉलेजों की स्टाफ़ एशोसिएशन ने धरने का आयोजन किया। विश्वविद्यालय के विश्वविद्यालय के कॉलेज तथा विभागो को सुबह 8 बजे से रात 8 बजे तक खोलने की अधिसूचना, कॉलेजों में चल रही नियुक्तियों में कार्यरत तदर्थ शिक्षकों के विस्थापन एवं कक्षा, ट्यूटोरियल और प्रैक्टिकल कार्य के आकार की संख्या बढ़ाने, आर्थिक आधार पर लागू आरक्षण के कारण बढ़ी हुई शिक्षकों की अतिरिक्त सीटों को जारी करने में अतिरिक्त विलंब, नियुक्तियों में NFS करना, और कॉलेजों में रिक्त पदों पर तदर्थ शिक्षकों की नियुक्ति नहीं करना, वेतन पेंशन एवं अन्य मानदेयों को जारी करने में विलंब करने के विरोध में दिल्ली विश्विद्यालय शिक्षक संघ की अपील पर दिल्ली विश्विद्यालय के विभिन्न कॉलेजों के शिक्षक संघों में अपने-अपने कॉलेजों में धरने का आयोजन किया। इस अवसर पर शिक्षकों ने कार्यरत तदर्थ शिक्षकों को अविलंब स्थायी करने तथा कॉलेजों और विश्वविद्यालय के विभागों में खाली जगह पर तदर्थ शिक्षकों की नियुक्ति का मार्ग प्रशस्त करने की मांग की।
डूटा अध्यक्ष प्रो. भागी ने हाल में कक्षा, ट्यूटोरियल और प्रैक्टिकल कार्य के आकार की संख्या बढ़ाने और शिक्षकों के द्वारा 40 घंटे संस्था में बिताने एवं कॉलेज तथा विभागो को सुबह 8 बजे से रात 8 बजे तक खोलने की अधिसूचना पर आपत्ति जताई और कहा कि विश्वविद्यालय प्रशासन बिना अकादमिक समुदाय को विश्वास में लिए मनमाने तरीके से निर्णय ले रहा है।
प्रो भागी ने कहा कि विश्वविद्यालय प्रशासन से इस निर्णय को तुरन्त वापस लेने तथा आर्थिक रूप से कमज़ोर वर्ग के आरक्षण को लागू करने के कारण उत्पन्न हुए, शिक्षकों के पदों को जारी कराने के लिए विश्विद्यालय प्रशासन से हस्तक्षेप करने की मांग की।
दिल्ली विश्विविद्यालय शिक्षक संघ सचिव डॉ सुरेन्द्र सिंह ने कहा कि विश्विविद्यालय प्रशासन को सभी मामलों में तुरन्त संज्ञान लेना चाहिए। अगर इन समस्याओं का शीघ्र समाधान नहीं हुआ तो डूटा आने वाले दिनों में कॉलेज शिक्षक संघों के फीडबैक के आधार पर आन्दोलन को और तीव्र करेगा।
दिल्ली विश्विविद्यालय शिक्षक संघ उपाध्यक्ष डॉ प्रदीप कुमार ने दिल्ली सरकार द्वारा वित्त पोषित 12 कॉलेजों में नियुक्तियों का न होना एवं दिल्ली सरकार द्वारा समय पर पूर्ण ग्रांट जारी नहीं करने पर आपत्ति जताई और दिल्ली सरकार से इन समस्याओं के जल्द समाधान की मांग की।
