  1. In tomorrow’s (14 August 2014) meeting of the DU Executive Council, the DU Vice Chancellor is attempting to seek the Executive Council’s approval for a new proposal to bring all cases of promotion with eligibility on or after 31 December 2008 under the new eligibility conditions (API) outlined in the Career Advancement Scheme (CAS) of 2010. This proposal has been included in the Agenda papers circulated among the EC members under item No. 2 C-9/. The item note claims that this proposal is based on a letter from the UGC ref no. F.3-15/2009 (PS), dated 9 July 2014, relating to the date of eligibility for promotion under CAS. However, the copy of the letter annexed to the EC Agenda papers bears a separate date of 9 July 2010.
    Clarification from UGC

    Noting this discrepancy, the DUTA office bearers visited the UGC today to ask for a copy of the letter. Instead, they were categorically informed that “no communication bearing ref.no. F.3-15/2009 (PS), dated 09.07.2014 has been issued by the PS (Pay Scale) Section.” It was further clarified that the signatory of the letter circulated by the Vice Chancellor, one Mr. B. K. Singh (Dty. Secretary, UGC), had retired from employment in 2012, i.e. two years before the date of issue of the letter, as it appears on the EC Agenda.

    The DUTA demands that this proposal item be immediately withdrawn from the Agenda of the EC Meeting and that a thorough Inquiry be instituted to establish the circumstances in which such a non-existent letter has been claimed as issued and received.

  2. The DUTA takes strong exception to the introduction of Item no. 2C-8 of the agenda for the meeting of the Executive Council scheduled for 14.8.2014. This item pertaining to CPF and GPF cum pension schemes has been inserted vide supplementary agenda circulated on 12.8.2014. Following the High Court judgments on 30.4.2014 which facilitated GPF cum pension scheme for many teachers who till now have been denied pension, a Task Force was constituted vide a resolution of the Executive Council. The above-mentioned item is to consider the recommendations of this Task Force.

    The Task Force has recommended that the University approach the court to challenge the relief granted by the High Court to teachers. The DUTA considers this a deliberate move to deny the post-retirement livelihood and basic human rights of teachers who have served the University for a long period. The DUTA demands that the Executive Council grant relief to the concerned teachers in accordance with the High Court order and also take up the case of teachers who need pension but have not yet been granted relief by the Court.
