Sub: Appeal for support for resolution of Roster Issue and Regularisation of teachers in Delhi University
Dear Shri Arvind Kejriwal,
The DUTA appreciates your positive response to the struggle against the New Pension Scheme and the demand for the old assured pension scheme (GPF). The Central Government has been forced to respond, albeit half-heartedly, to increase its contribution to NPS.
The DUTA appreciates the continuous support it has received from the Delhi Government for implementation of the 200 point roster taking the College/University as a unit for reservation for SC/ST and OBC in teaching positions. We also appreciate the initiative taken by the Governing Bodies of Delhi Government colleges under University of Delhi for Regularisation / Absorption of temporary and ad hoc teachers. Thousands of teachers in colleges of Delhi University have been working on adhoc basis for past several years as the posts have been kept vacant.
The Central Government has displayed cynical apathy towards the plight of talent joining the teaching profession and standards of higher education. It has responded neither to the plea of the DUTA to bring in a legally sound provision for Regularisation / Absorption nor to bring about a just resolution to the issue of the reservation roster through an Ordinance for taking the College/University as unit of the 200 point roster. It seems to be content with indefinite stoppage of appointment processes across Universities or appointment on the basis of a roster that by its own admission is unjust.
The DUTA appeals to you to take the initiative toward Regularisation / Absorption further. It will help pave the way for the Central Government being forced to act towards a legally sound procedure for Regularisation / Absorption of teachers.
We urge you to raise the issues of (i) Roster, which has brought appointment process across universities in the country to a standstill and (ii) Regularisation/ Absorption of temporary/adhoc teachers in Delhi University in the Parliament Session.
The DUTA has approached all political parties too in the hope that these issues get resolved in the upcoming winter session so that the permanent vacancies in Delhi University can be filled up soon.
